Cuba completed 16,065 houses in 2023, marking an all-time low and a 20.6% decrease from 20,232 in 2022. This decline stems from a severe shortage of construction materials including reduced cement production and the ongoing economic crisis. Investment prioritization in tourism over housing further limits construction capacity. Inefficient state management also contributes to the housing shortfall. Cuba's record low number of finished houses was 16,065 in 2023 and the record high was 44,566 in 2019.
