The decline stems from lower household expectations for personal finances and the general economy. Reduced intentions for major purchases also contributed. Rising inflation, at 2.4% year-on-year in August 2025 and negative economic signals further dampened sentiment. Luxembourg's record low consumer confidence was -29.9 points in September 2022 and record high was 3.9 points in January 2018.
