The surge is attributed to strong foreign investor demand which comprised two-thirds of buyers in 2024 and drove a 21% increase in foreign real estate investment in Q1 2025. Rising construction costs and robust tourism performance also contribute to the price increase. Montenegro's record low average dwelling price in new residential buildings was €876/sqm in Q3 2020 and record high was €2,201/sqm in Q2 2025.
