Hong Kong's unemployment rate increased to 3.9% in September 2025 from 3.7% in August 2025. This is the highest rate since September 2022. Economic restructuring and external uncertainties are affecting hiring. Jobless rates rose in social work and construction. Youth unemployment climbed to 8.0%. Hong Kong's record low unemployment rate was 2.8% in April 2018 and record high was 7.2% in February 2021.

Hong Kong Unemployment Rate : Definition
The Hong Kong unemployment rate shows the jobless percentage of the labor force actively seeking work. The Census and Statistics Department calculates it monthly by dividing unemployed persons by the total labor force (employed plus unemployed), then multiplying by 100. The labor force comprises individuals aged 15 and over.
