Russia's business confidence fell to -1.6 points in September 2025. This is down from -0.4 points in August 2025. This represents a 300% decrease month-over-month and is the lowest level since December 2022. Year-over-year, business confidence decreased by 123.5% from 6.8 points in September 2024. The decline is driven by an accelerated contraction in manufacturing with new orders decreasing more rapidly due to weak demand. Persistent economic slowdown concerns and high borrowing costs also impacted sentiment. Russia's record low business confidence was -8.3 points in April 2020 and record high was 7.4 points in May 2024.
