France Housing Starts

France's housing starts fell to 13,504 units in August 2025. This is a 46.8% decrease from 25,400 units in July 2025. This August figure is the lowest since August 2024. The French construction sector is contracting. Activity is expected to fall by 2.6% in 2025, after a 3.9% drop in 2024. High interest rates and fewer building permits are negatively impacting the sector. The Cost-of-Construction Index decreased by 5.40% year-on-year in Q2 2025. France's record low housing starts was 9,410 units in August 2023 and record high was 56,046 units in December 2017.

France Month-over-Month housing starts measures the monthly change in new residential construction projects initiated in France. The Ministry of Ecological Transition calculates this metric as the percentage variation in housing units started compared to the previous month.
