Norway's consumer confidence rose to -3.6 points in Q3 2025 from -9.1 points in Q2 2025, a 60.4% increase and the highest level since Q1 2022. This improvement stems from increased household optimism regarding personal finances and the country's economic outlook. Consumers also viewed the timing for large purchases more favorably. Norges Bank's June 2025 report cited expectations of lower interest rates and higher real wages as drivers for increased household consumption. Norges Bank lowered its policy rate to 4.25% in June 2025. Norway's record low consumer confidence was -36.9 points in Q4 2022 and record high was 20.5 points in Q1 2018.
